If address validation is configured to occur on the Thank You page after checkout, a usage fee is applied whenever an order is created. Otherwise, a usage fee is applied when a customer specifies a shipping address and proceeds to the second step of checkout. This charge will not be applied if the customer drops out before specifying the shipping address, but it will be if the customer drops out after specifying a shipping address. Essentially, we only apply a charge when we have to process an address. You will only be charged once per order, even if the customer alters the address multiple times.
